Testing Directorate of the Romanian Automotive Register (RAR) – Technical Service
Responsibilities: The Testing Directorate is responsible for vehicle testing, inspection, and verification activities conducted at RAR’s technical centers in Voluntari (Ilfov) and Merișani (Argeș). These activities include assessing the overall safety of vehicles, pollutant emissions, fuel consumption, and ADAS systems under controlled laboratory conditions, on the testing track, or in real traffic conditions.
Notifications and Approvals: In accordance with the 1958 UN Agreement and Regulation (EU) 2018/858, RAR, through the Testing Directorate, is notified by the Romanian Government to the UN Economic Commission for Europe and the European Commission as a Technical Service for the approval and market surveillance of vehicles, trailers, systems, components, and separate technical units.
Purpose of the tests:
- Type or individual approval for motor vehicles and trailers, agricultural and forestry vehicles, two- or three-wheeled vehicles, and quadricycles.
- Product certification and authorization of economic operators for constructive modifications to vehicles.
- Determining fuel consumption and the performance of electric and hybrid propulsion systems.
- Various tests under technical conditions described by third parties for the development or research of solutions applied to road vehicles.
- Star classification of coaches for tourist transport and international public transport.

- Order of MTIC no. 2224/2020 and Order no. 1.224/M.219/2021.
Classification of tests:
- General Safety and Propulsion Systems Department:
- Tests on the resistance of structures, seat and seatbelt anchorage systems, lighting systems.
- WLTP tests for the Euro 6d pollution standard, real traffic PEMS, determination of fuel consumption and CO2 emissions, verification of the propulsion system of electric vehicles.
- Active Safety and Advanced Systems Department:
- Dynamic tests on the testing track to verify ADAS functions, braking, suspension, and steering systems, acceleration performance, and handling, etc.
Activities that cannot be performed using the available testing infrastructure at our locations, or at the client’s express request to ensure a higher level of confidentiality (prototypes before market launch), can be carried out at the manufacturer’s units or those of a third party, evaluated by personnel from the Testing Directorate.
